NADRA operates under the NADRA Ordinance 2000, governed by an Authority Board and led by the Registrar General of Pakistan. NDHRA proposes the same institutional design for health, a statutory data-protection mandate, a governing board, and a Registrar General of Health.

Statutory mandate

NDHRA is proposed as the statutory custodian of Pakistan's national health record, the health-sector counterpart to NADRA's mandate under the NADRA Ordinance 2000.

Data protection

Every record is governed to Personal Data Protection Bill (PDPB) standards: purpose limitation, consent, encryption at rest and in transit, and a full audit trail on every access.

Patient consent & rights

Citizens own their health data. Access requires consent; patients can view who accessed their record, correct errors, and set sharing scope, rights enforced in law and in code.

Regulatory alignment

Interoperates with the mandates of PMDC, PNC, AHPC and DRAP, and with provincial health departments under the 18th Amendment devolution of health.

NDHRA Health Authority Board

Sets policy, data-governance standards and inter-provincial data-sharing rules.

Registrar General of Health

Chief executive of the authority, custodian of the CNHC registry and national health record.

Accountable to the Ministry of National Health Services, Regulations & Coordination (MoNHS)

Provincial Health Registries

Operate the registry within each province under a common national standard.
